Terms & Conditions

The agreement between you and ESA Letter US when you request an ESA housing letter, a PSD letter, a combo or a renewal. Written in plain English, because you should be able to read it.

Short version: we are not a doctor's office and not a law firm. We connect you with an independent, state-licensed mental health professional who evaluates you and decides, on their own clinical judgment, whether an emotional support animal or psychiatric service dog letter is appropriate. If a clinician does not approve your letter, you get a full refund. Nothing here replaces legal or medical advice.

1. Accepting these terms

These Terms & Conditions are a contract between you and ESA Letter US ("we", "us", "our"), which operates esaletterus.org. They apply the moment you use the site, submit the "Apply Now" assessment, speak with our support team, or pay for an ESA housing letter, PSD letter, combo or renewal. If you do not agree with any part of them, please do not use the service.

Two other documents form part of this agreement and are worth reading alongside it: our Privacy Policy, which explains what we collect and how it is protected, and our Refund Policy, which sets out exactly when money comes back to you.

2. Who we are (and what we are not)

ESA Letter US is a referral and administration platform. We run the intake, match you with a mental health professional licensed in your state, handle scheduling and secure document delivery, and support you afterwards if your landlord has questions.

We are not a medical or mental health provider, a clinic, a pharmacy, a telehealth company or a law firm. We do not diagnose, treat, prescribe or give legal advice, and reading this page does not create a clinician–patient or attorney–client relationship with us.

The clinicians on our network are independent professionals, not our employees. Each holds an active license in the state where you live, carries their own malpractice coverage, and practises under their own state board's rules and their own professional ethics. Every clinical decision, whether you qualify, whether an animal is appropriate for your condition, what the letter says, and whether to issue one at all, belongs to that clinician alone. We never instruct, pressure or overrule them, and we cannot promise a particular outcome on their behalf.

3. Eligibility

To use ESA Letter US you must be at least 18 years old, a resident of the United States or Washington, DC, and physically located in the U.S. at the time of your evaluation. You must be able to enter a binding contract and to give informed consent to a clinical evaluation on your own behalf.

If the letter is for a minor or for an adult under a guardianship or conservatorship, the legal guardian must create the account, complete the assessment and attend the evaluation. We may ask for proof of that authority before a clinician proceeds.

We do not serve customers outside the United States, and a letter issued under U.S. law will not help with housing abroad.

4. What we provide

Our service is letters, and only letters. Specifically:

  • ESA housing letter ($99). A signed letter from a licensed clinician supporting a reasonable-accommodation request for an emotional support animal in housing under the Fair Housing Act (42 U.S.C. § 3604(f)(3)(B)).
  • PSD letter ($139). A letter documenting a handler's disability-related need for a psychiatric service dog, plus guidance on the DOT Service Animal Air Transportation Form.
  • ESA + PSD combo ($199). Both letters from a single evaluation, instead of $238 bought separately, you save $39.
  • ESA letter renewal ($79). A re-evaluation and fresh letter for an existing customer whose letter is a year old or is about to be.
  • Additional animals, $25 per extra pet added to the same ESA letter, when the clinician agrees each animal is appropriate.

What we do not sell, at any price: registrations, certificates, ID cards, vests, tags, "national database" entries, training programs, therapy, ongoing treatment, medication or merchandise. We want to be blunt about why. No registry, certificate, ID card or vest carries any legal standing in the United States. A landlord, a housing authority or a court looks at one thing: a letter from a licensed mental health professional who actually evaluated you. Anyone charging you to be "registered" is selling a souvenir.

We also do not represent you in a dispute with a landlord, file complaints on your behalf, or act as your advocate in an administrative or legal proceeding. We will, at no extra cost, respond to a landlord or property manager who contacts us to verify that a letter we delivered is genuine and that the signing clinician is licensed.

5. No guarantee of approval

Paying for an evaluation buys you an evaluation, not a result. A clinician may conclude that an emotional support animal or psychiatric service dog is not clinically appropriate for you, that they need more information, or that another course of care would serve you better. That is a real outcome, and when it happens you get a full refund of the letter fee.

Nor can we guarantee how a third party will react. Landlords, property managers, housing authorities, universities, HOAs and airlines each make their own decisions. A compliant letter gives you the documentation the law contemplates; it does not compel anyone to act, and it does not create rights beyond those the law already provides.

Please read section 12 for what an ESA letter and a PSD letter actually do and do not cover, misunderstanding that is the single most common reason a request goes badly.

6. Prices and payment

All prices are in U.S. dollars and are one-time charges: $99 for the ESA housing letter, $139 for the PSD letter, $199 for the combo, $79 for a renewal, and $25 for each additional pet on an ESA letter. There are no subscriptions, no auto-renewals, no membership fees and no charges that appear later without you agreeing to them. The price you see on our pricing page at the time you order is the price you pay.

Full refund if you are not approved. You pay for your letter at the end of the assessment, when you place your order. If the licensed clinician who evaluates you does not approve a letter, we refund the letter fee in full to your original payment method, usually within 5 to 10 business days, depending on your bank.

You are responsible for keeping your payment details accurate, and you confirm you are authorised to use the card or account you provide. If a payment fails or is reversed after a letter has been delivered, we may suspend account access until the balance is settled. We may change our prices at any time; a change never affects an order you have already placed.

7. Refunds

The short form: if a clinician does not approve you, you get a full refund. Refunds depend on the clinician's decision, not on whether a landlord, housing provider or anyone else accepts your letter. If a landlord questions a letter we issued, that third party's decision is not grounds for a refund.

Refunds are not available where a letter has been altered after delivery, where the information you gave the clinician turns out to be materially false, or where you simply changed your mind after a valid letter was issued and used. The full conditions, timelines and the exact steps to request a refund are in our Refund Policy, which governs if anything on this page reads differently.

8. Your information and misrepresentation

Everything the clinician relies on comes from you. You agree that the information you give in the assessment, in your evaluation and in any follow-up, your identity, your age, your state of residence, your symptoms and history, your animal, your housing situation, is true and complete to the best of your knowledge.

Misrepresenting a disability or a need for an assistance animal is a serious matter. Many states treat it as a misdemeanour with fines or community service, and a landlord who discovers it may withdraw an accommodation and pursue remedies under your lease. We take it seriously too: if we learn that information was materially falsified, we may cancel the evaluation, notify the clinician, revoke or decline to verify a letter, close your account, refuse future service and withhold a refund. We do not issue letters to anyone seeking documentation for an animal they do not have, for someone else, or to avoid a pet policy without a genuine disability-related need.

9. Your letter, its validity and renewal

Your letter arrives as a PDF, usually within 24 to 48 hours of your evaluation, signed by the clinician and carrying their license number, license type, state, contact details and the date of issue. You can print as many copies as you need, and if you lose it we will resend the same signed PDF at no charge.

* In Arkansas, California, Iowa, Louisiana and Montana, state law requires a 30-day client–provider relationship before an ESA letter can be issued. If you live in one of those states, your evaluation begins straight away, a second consultation follows, and the letter is issued after day 30. California's requirement comes from AB 468 (Health & Safety Code § 122318). We will tell you this before you order, and the full refund applies if the clinician does not approve you.

Federal law sets no expiry date on an ESA letter. In practice, most landlords and housing providers expect documentation dated within the last twelve months, which is why we recommend an annual renewal at $79. A renewal is a genuine re-evaluation, not a reprint: a clinician reviews whether the accommodation is still appropriate before signing.

The letter is issued to you, for your own housing or handler documentation. You may share it with a landlord, property manager, housing authority, university housing office, HOA or airline as needed. You may not alter it, resell it, copy it for someone else, or present it as covering an animal or a person it does not name. An altered letter is void, and we will say so if we are asked to verify it.

10. Communications consent

When you give us your phone number and email address, you agree that we and the clinician assigned to you may contact you about your order, scheduling, evaluation reminders, delivery of your letter, billing questions and support, by phone call, text message and email, including through automated systems. This is service communication, and it is necessary to deliver what you bought.

Consent to marketing messages is separate and always optional; you are never required to accept marketing to obtain a letter. You can reply STOP to any text message to end texts, reply HELP for assistance, or use the unsubscribe link in any marketing email. Message and data rates may apply from your carrier, and message frequency varies. Opting out of marketing does not stop essential messages about an order already in progress. Our support team is available seven days a week, 8am–10pm ET.

11. Intellectual property and acceptable use

The ESA Letter US name, logo, site design, illustrations, guides and the text on this site belong to us and are protected by copyright and trademark law. You are welcome to read, print and share our pages for your own use; you may not republish, scrape, resell or adapt them commercially, or present our material as your own.

The letter a clinician writes for you is yours to use as described in section 9. You agree not to use the site to break the law, to impersonate someone, to interfere with the service or its security, to submit automated or bulk requests, or to obtain documentation for anyone other than yourself or a person you are legally responsible for. We may suspend or close an account that does any of these things.

12. Disclaimers and limitation of liability

The site and its content are provided as they are. We take real care with accuracy, but housing law changes and individual situations differ, and nothing here is legal advice. Please read this part closely, because it is where most misunderstandings start:

  • An ESA letter supports a reasonable-accommodation request in housing only. It carries no public-access rights: shops, restaurants, offices and other public places are not required to admit an emotional support animal.
  • Airlines have not been required to accept emotional support animals as service animals since the U.S. Department of Transportation rule change in January 2021. An ESA letter is not a travel document.
  • Hotels, motels and short-term rentals are generally outside the Fair Housing Act and are not covered.
  • A PSD letter documents your disability-related need. It does not make a dog a service dog. ADA public access and DOT cabin travel apply only to a dog individually trained to perform a task related to your disability, that training is your responsibility, and airlines require the DOT Service Animal Air Transportation Form.
  • A housing provider may still deny an accommodation, case by case, where a specific animal would pose a direct threat to others, cause substantial physical damage, or impose an undue financial or administrative burden.

To the fullest extent the law allows, ESA Letter US is not liable for indirect, incidental, special or consequential losses, including lost housing, moving costs, missed travel, lost income or emotional distress, arising from your use of the site or the service. Our total liability for any claim connected to your order is limited to the amount you actually paid us for that order. Nothing in these terms limits liability that cannot lawfully be limited, and nothing here limits the professional responsibility of the independent clinician who evaluated you, which rests with them.

13. Dispute resolution and governing law

If something goes wrong, tell us first. Almost every complaint we receive is fixed by a phone call or an email, and we ask that you give us 30 days from the day you contact support@esaletterus.org to put it right before taking any formal step.

These terms are governed by the laws of the State of [State], without regard to its conflict-of-laws rules, and you and we agree that the state and federal courts located in [State] are the proper venue for any dispute that cannot be resolved informally. These terms do not take away any right you have under the consumer-protection law of the state where you live.

14. Changes to these terms

We update these terms when our service, our pricing or the law changes. The "last updated" date at the top of this page always reflects the current version. Changes apply from the day they are posted and never retroactively to an order already placed, the terms in force when you ordered are the ones that govern it. If a change is significant, we will say so on the site and, where we hold your address, by email. Continuing to use the service after a change means you accept the updated terms.

If any part of these terms is found unenforceable, the rest stays in force. If we do not enforce a provision immediately, we have not given it up.
